fix: Resolve workflow syntax error in ai-comment-reply.yml

- Replace inline toJSON() with environment variables
- Use Python to parse JSON and dispatch events properly
- Avoid bash syntax errors with parentheses in JSON
- Maintain same functionality for PR vs issue comment handling
